However, the state-level elections are not free (yet). However, the people are allowed to reject the proposed representative for their area. If they do so, the election commission (which is made up of the regional leadership for the area, which is democratically elected) will need to propose a new representative, who must then be rejected or accepted. This all sounds like a semi-democratic bureaucracy, but there’s two more confounding factors:One, the national representatives must be approved by the communist party, which makes it considerably less democratic.Two, there are mass organisations which are involved in legislation, which makes it a bit more democratic.
