In my personal opinion, if she has American Flag Giraffes shirt and your other two roommates not consulting her whenever things are bought, but she opts to not go shopping with you guys in order to buy things all of you agree on, then she is TA. She can’t get mad about not having a say if she doesn’t want to put in the effort of going shopping with all of you when asked. You put in effort, now she needs to too. If she doesn’t like it, she can buy a different rug and let you return yours.

No one thought to talk to 4th roomie about it or text her after. Then OP went out and bought a rug based on the conversation that came up while they were at Target. OP is trying to make it out like 4th roomie not wanting to hang out with people who clearly don’t like her is reason not to communicate with her about dorm room issues.
